The purpose of this Pre-Qualification Questionaire ("PQQ") is to enable Northern Ireland Water Limited ("NIW") to select Applicants to be invited to tender on a professional Services Support Framework to assist in delivery of projects in the NIW Capital Works Programme.

 

Applicants are invited to bid for the following lots within the PMO Professional Services Support Framework.

 

- Lot 1 - NEC Supervisors (Civil and M&E) & Specialist Technical Support

- Lot 2 - NEC Project Managers

- Lot 3 - Networks Modelling (Drainage and Zonal Studies)

- Lot 4 - Project Management and Design Stage 1 (Feasibility/Appraisal)

- Lot 5 - Commercial Management

DESCRIPTION:

GLENMACHAN WASTEWATER PUMPING STATION STRATEGIC INVESTIGATIONS AND PREPARATION OF BUSINESS CASE

 

Northern Ireland Water Ltd (NIW) invites expressions of interest from experienced and competent consultants to undertake the appraisal of the Glenmachan Sewer Project including, the strategic study of the Boucher Road and Ballymurphy Stream interceptor sewers, Glenmachan foul / storm pumping station refurbishment and foul rising main. The study will also include site investigations, hydraulic modelling, tunnelling and geotechnical considerations, and process engineering, leading to preliminary design and the drafting of a business case to support the recommended option. The appointment may include the option to employ the consultant in the role of the NEC Project Manager for the construction phase of the project, but this appointment will be dependent upon the successful completion of the pre-construction services and the suitable performance of the appointed consultant.

 

The Services are envisaged to include but are not limited to:

(1)     Appraisal of the Boucher Road inceptor trunk sewer, approximately 2.2km long, 1.5-1.8m diameter sited in an urban environment, to comply with Northern Ireland Environment Agency’s regulations and standards relating to CSOs. The appraisal is envisaged to include hydraulic modelling, route selection and construction options of either tunneling and/or open cut excavation.   

(2)     Study of the existing terminal pumping station at Glenmachan which currently has foul and storm pumping capacities of approximately 1.8m3/sec and 4.5m3/sec respectively. This study will look at options involving the modernization of the pumping station and associated equipment.

(3)     Appraisal of the Ballymurphy Stream and Bog Meadows interceptor sewer, and storage solutions for environmental compliance.

(4)     Study of the existing Upper Falls Wastewater Treatment Works, which is currently decommissioned. Appraisal to include utilizing the inlet works, existing tanks for storm storage and grit separation before transfer to Glenmachan Street Pumping Station.

(5)     Appraisal of the existing 750mm diameter gravity sewer from Upper Falls WwTW to Glenmachan Pumping Station. This study is to include a structural survey and hydraulic capacity check.

(6)     Appraisal of the recommendations from existing Drainage Area Plans and solution development.

(7)     Carry out a study of the pumping main from Glenmachan Pumping Station to the high level interceptor sewer via the M1 motorway to check the hydraulic capacity and structural condition and make recommendations.

(8)     Prepare a business case to meet Northern Ireland Water’s requirements.

 

Subject to the client’s procurement strategy and funding approvals, the contract may be terminated at any stage, or extended to include the option of the NEC Project Manager for the construction phase.

 

Applicants will be required to demonstrate evidence of recent relevant experience of providing similar professional services.
