NI Water's Approach to Price Control 2010

Northern Ireland Water is the provider of Northern Ireland's most essential service with almost every home and business in Northern Ireland relying on us to deliver our service effectively and efficiently all day everyday.

The business plan that we have just submitted to the Regulator (known as PC10) has customers' views and priorities at its heart. We encourage all those with an interest in water reform to get involved in the consultation process.

Q. What is PC10?
A. PC10 stands for Price Control 2010 and is the process through which NI Water will agree with the Regulator, (NIAUR) the organisation's priorities and plans for the next 3 years. It will also determine the financial framework for the period 2010 – 13, including the levels of non-domestic customer charges.

The process starts with NI Water submitting our proposed PC10 Business Plan to the Regulator in June 2009. It concludes with the Regulator's final determination on the Business Plan in December 2009.


Q. Why is PC10 important?

A. Because it will determine NI Water's priorities for 2010 -13 and the finances needed to deliver them. Without sufficient funding NI Water will find it difficult to deliver customers priorities, while safeguarding the environment
and meeting our mandatory compliance targets.

Q. What are the priorities in the PC10 Business Plan?

A. To maintain our infrastructure and assets, and continue to deliver the best ever water and waste water standards to our customers, while also meeting our increasingly challenging compliance targets. In addition , subject to funding, we have also submitted a capital investment plan which will help us deliver on our customer priorities*

Q. If the Business Plan is agreed what will NI Water deliver?

A. We will continue to invest in our infrastructure and improve our service to customers. A history of underinvestment means we still have a long way to go but agreement on NI Water's proposed PC10 Business Plan will enable us to build on the progress of the last three years.

 



 

What's in a logo?

PC10 stands for Price Control 2010. Because this means little to our customers, or frontline employees – we have reflected the priorities in the Business Plan in our PC10 logo – ‘Prioritising Customers'.

What's your part?

The Regulator will issue a draft determination on NI Water's 20010-13 PC10 Business Plan on the 18 September. Consultation with customers and stakeholders will then take place prior to final determination in December. The Regulators ‘final determination' will announce NI Water's priorities and funding needs for the period.
NI Water wish to create a shared agenda for the next three years and encourage all those interested in water reform to get involved in the consultation process.
